The male victim was shot dead around 1 a.m. on the corner of Chester Avenue and 52nd Street on Sept. 23, the department said.
In video footage released by police, the shooter is seen getting out of the backseat of a 2014 to 2016 Kia Sportage along with the driver, approaching a group on the corner, and opening fire.
- Suspect one, the shooter, is described as a Black man with a "tall, thin" build wearing all dark clothing with a light-colored shirt under his jacket.
- Suspect two, the driver, is said to be a Black man with a medium build and a full beard wearing a dark baseball cap, a dark blue hoodie with white lettering, blue jeans, and white sneakers.
- Suspect three, a passenger in the Kia, is described as a Black woman with a medium build wearing a dark baseball cap, dark clothes, a long skirt, and white sneakers.

A $20,000 reward is being offered.
